Describe the task as being in two stages: First, students will research the issue, its various elements, and its accepted interpretations. Second, with that understanding, students will form their own opinion and create a persuasive work synthesizing this information and their views for their given audience.
If the final product involves using some tool (e.g., PowerPoint, the Web, video), mention it here.
Don't list the steps that students will go through to get to the end point. That belongs in the Process section.
